Room over garage

Roofing a Room Over a Garage: What's Different?

The short answer

A room over a garage is a lived-in space, so its roof is judged like any other house roof. It needs insulation to the Part L limits, a ventilation plan that matches the build-up, a sound structure under the new load and the right consents. The garage below is not the problem; the habitable room above it changes every one of those answers.

A garage roof only has to keep the weather out. A roof above a bedroom or office has to keep heat in, manage moisture and satisfy building control.

Why the roof has more to do

Over a garage, nobody notices a cold ceiling or a stained board. Over a room where people sleep or work, they notice at once. The roof now has to hold heat, keep damp air from condensing in the structure, carry the weight of its build-up and give a clear route for fire safety and drainage.

Is a room over a garage treated as a new extension?

If the room is new, yes, it is building work that needs the council's attention, covering planning as well as Building Regulations. If the room already exists and you are replacing its roof, the rules for renovation apply instead. Either way, speak to Somerset Building Control on 0300 303 7790 before ordering, and ask the planning team about any change to the outline.

The garage below also affects the room. Cold air and fumes can rise through the floor, which is outside what a roofer covers, so a builder or building control surveyor should look at the floor between the two. We focus on everything above the ceiling. Our guide to the garage conversion roof covers related ground.

Insulation and the Part L numbers

Part L of the Building Regulations sets heat-loss limits, called U-values, which fall as the insulation gets better. For a brand-new roof on an existing dwelling, Table 4.2 gives 0.15 W/(m²·K). An existing roof being renovated falls under Table 4.3 instead, with a threshold of 0.35 and an improved figure of 0.16 W/(m²·K).

What if the best figure is impractical?

Paragraph 4.13 offers a route. If 0.16 is out of reach in practice, or the saving would take over 15 years to repay its cost, the aim becomes the best result that does pay back within 15 years. Part L adds a general ceiling of 0.7 once an element has been upgraded.

Renewing the waterproofing of a flat roof counts as renovation in Part L, so a re-cover over a room brings the insulation question with it. We plan boards or quilt alongside the covering, with the thickness agreed on site and with building control. Anyone considering spray foam should first speak to their mortgage provider, as the RICS consumer guide suggests.

Ventilation above a lived-in room

A heated room pushes warm, damp air upwards, and a roof has to deal with it. BS 5250 governs how moisture is managed in a building. On a cold pitched roof over the room, Marley gives the eaves gap for a non-breathable HR underlay as 25mm where the pitch is 15 degrees or below, and 10mm where it is steeper.

Does a flat roof over a room need vents?

It depends on the build-up. A warm flat roof puts the insulation above the deck, keeping the timbers warm, so there is no cold void to ventilate. A cold flat roof needs an air path above the insulation, and the ceiling below must be sealed so room moisture stays in the room. Mixing the two methods is a common cause of damp joists.

The point of planning this early is that insulation and airflow fight each other if designed apart. Thick insulation can block the eaves, and a plastic vapour layer in the wrong place traps water. Our answer on garage roof ventilation sets out the basics, and the room above simply raises the stakes on getting them right.

Windows, structure and the choice of roof

A roof window over the room has its own figure. Table 4.2 gives windows, including roof windows, a limit of 1.4 or Window Energy Rating Band B at least, while rooflights are held to 2.2. A side-slope roof window has to be obscure-glazed under Class C, and for anything beyond that the planning team can advise on your address.

Can the structure carry a heavier roof?

Do not assume so. The walls and the lintel over the garage door were designed for particular loads. Swapping to a covering 15 per cent or more heavier needs Building Regulations approval, and the Planning Portal wants a structural opinion beforehand. Slate and clay weigh differently from concrete or metal, so the choice of material feeds into the frame.

Where the garage still has asbestos cement sheets or soffits, they are dealt with first. Flat roofs over rooms are often laid in a membrane system, and our garage and asbestos roofs page lists the options. Our next move is a roof survey that checks the floor level, the eaves and the walls, and we talk you through what we find before any price is written.

Can the roof over a garage room be flat?

Yes, many are. A flat roof needs a proper fall, drainage and insulation sized for a lived-in room, and its build-up decides the ventilation. BS 6229:2025 asks for a design fall of 1:40 and a finished minimum of 1:80, so level decks are not acceptable. Check the plan with building control.

Do I need to move out while the roof over my garage room is done?

Usually not, though the room below the roof may be unusable for noisy stages. The covering is stripped section by section and closed in as we go. Tell us who uses the room and when, and we plan the order of work around it, with a daily update on progress.
