Access for cleaning

Does Roof Cleaning Need Scaffolding?

The short answer

Not always. A bungalow or low roof can often be reached with ladders and crawl boards. A tall house, a steep slope or a roof with no safe footing is better served by scaffold or a tower. Scaffold on a public pavement or road brings in the highway authority as well. The survey decides which of these applies to your house.

Access comes first on any clean, because how the roofer reaches the roof decides how safely and carefully the whole job is done.

How access changes with the house

There is no single answer, because houses differ. The height of the eaves, the pitch of the roof and what stands around the walls all matter.

Which houses can be reached without scaffold?

A bungalow, a single-storey extension or a low garage roof can be reached with a ladder lashed to the building and a hooked roof ladder, so the roofer works on a firm, stable footing. A two-storey semi with open ground at the side and a gentle pitch may be treated the same way, or with a mobile tower, a wheeled frame that rolls along the wall.

Terraces behave differently. A Victorian terrace may face a pavement at the front and a long narrow yard at the back, so each side is its own problem. A tall gable, a steep pitch or a roof over a conservatory can push a job towards scaffold, since there is nowhere safe to stand otherwise.

Every elevation gets looked at during the survey, with photographs of what we find, and the method is chosen to suit that roof. The same job needs different access on different streets.

When scaffold is the right call

Scaffold is not an upsell. It earns its place when the alternative would be less safe or would give a poorer result.

What makes scaffold worth having?

It gives a flat working platform around the eaves, edge protection against falls, and a safe route for bagged moss to come down. It lets the gutters and the fascia boards beneath the eaves be cleaned and checked in the same visit. Where a roof is steep, slippery with moss or has no secure spot for a ladder to rest, scaffold is the sound choice.

It also helps when a clean is combined with repairs, because one frame serves both jobs. A roof that needs tiles, ridge or lead work as well is usually better served by scaffold from the start, since erecting it twice costs more than once. Whichever firm you use, ask whether the quote already includes scaffold and VAT. HomeBuilding gives approximately £1,000 for scaffolding including permits on a three-bed semi (HomeBuilding, Sep 2025), while MyJobQuote lists £550 to £750 for one week's front-elevation hire (MyJobQuote, Oct 2026). Both are typical UK figures, not a price for your house.

Is a licence involved?

A licence matters only when scaffold stands on or over a public highway. Section 169 of the Highways Act 1980 bars anyone from putting up or keeping scaffolding that obstructs a highway without the highway authority's licence. A frame entirely inside your own garden falls outside that rule.

Who applies for the licence in Somerset?

In Somerset Council's area, licences are handed only to accredited contractors, which makes the firm you appoint the applicant rather than you. The published fee is £124.60 per 28-day period (Somerset Council, April 2026), and the council wants 10 working days or more before work starts, keeping quicker handling for emergencies.

Across the border in Mid Devon and East Devon the authority is Devon County Council, which leaves the filing to the firm erecting the frame, on the customer's behalf, and a licence there costs £158. Details differ council by council, so ask who applies and how much notice is needed. Licensing is handled jointly with the scaffolder, and you are never left to chase forms.

Lighter access options that still work

If full scaffold is more than the job needs, other kit exists, and a good roofer uses it when it is safe.

What can stand in for full scaffold?

A mobile tower goes up quickly, which suits a short job on firm, level ground such as a driveway or a paved side passage. A cherry picker, a wheeled platform that lifts a worker on an arm, can reach a high gable without anything standing on the pavement, although it needs space to park. Ladders with stand-offs hold the top clear of the gutter, and a roof ladder with crawl boards spreads weight across the slope.

Each option is judged against the house, not against the budget alone. If a method looks unsafe at the survey, we recommend another, even if it adds to the cost. Safe access belongs to a tidy, properly run site, along with waste taken away and a daily update on progress, so you always know who is on the roof and why.

For more on the work itself, see roof cleaning and moss removal, how long roof cleaning takes and roof cleaning cost. Send a photo of each side of the house, and the survey that follows gives a single written total with the right access built in.

Access and scaffold questions

Whose job is the paperwork for a pavement frame?

Where Somerset Council is the authority the appointed contractor applies, and under Devon County Council the scaffolding firm does it for its customer. Elsewhere, ask before you book, and ask how much notice the council wants. Either way, licensing is dealt with alongside the scaffolder, so no form lands on your doormat.

Is a scaffold on my own land licensed?

The licence rule in section 169 of the Highways Act 1980 concerns scaffold on or over a highway that obstructs it. A frame standing wholly on your own ground is not a highway matter. If it crosses a boundary, speak to the neighbour as well, and Somerset Council's highways pages cover the licence side.
