The short answer
Usually not, and never on sheets you have not identified. HSE's guidance calls asbestos cement roofs always fragile, and an old felt roof can hide a rotten deck that looks fine from above. Look first from the drive, a ladder base or an upstairs window with a phone camera, and leave any climbing to people with proper access.
A garage roof is low enough to feel harmless. That is exactly the trap: the surface may be thin, brittle or soft, and the drop is still a hard one.
Why a low roof still hurts
A garage roof is lower than a house roof, so people treat it as a quick job: clear the leaves, patch the felt, retrieve a ball. Height is only part of the danger. The covering exists to shed rain; carrying a person was never part of the design, and a fall onto a concrete floor or a car is serious from a modest height.
What makes a garage roof different from a house roof?
A garage seldom has a fixed ladder, edge protection or a safe place to stand while you work, and nobody keeps an eye on its roof the way they do the house. The structure was often sized for the roof's own weight and a little snow, rather than a person plus tools.
Roofs also hide their faults. Moss and leaf debris cover splits in felt, and sheets that look intact may be cracked beneath. If you have noticed a dip, a stain on the ceiling or movement underfoot, stop. Our answer on why a garage roof sags explains what that points to, and why it is another reason to stay off.
Asbestos cement sheets are always fragile
This is the clearest case. Under HSE's guidance on asbestos cement, a roof of that material counts as fragile every time. Corrugated sheets of the old grey kind can look solid and still snap under a footstep, and a person falling through takes sheet fragments down with them. Breaking the material also releases fibres, so the fall is not the only harm.
How can I tell if my garage roof is asbestos cement?
Sight rarely settles it. Where a garage predates the year 2000, HSE says to work on the footing that asbestos is present, and AC looks much like modern fibre-cement. Treat any grey corrugated roof as asbestos and leave it undisturbed until a test says otherwise.
Leave the moss alone, too. Scrubbing sheets to clean them scratches the surface and throws material around. If a garage roof has gone green or black and you want it dealt with, the route is a survey, then planned work. Our page on asbestos garage roof removal explains how that goes, and the garage and asbestos roofs hub shows the related guides.
Old felt and decks: soft spots you cannot see
A felt flat roof sits on a deck of boards or sheet material, and the deck sits on joists. Rain that enters through a split felt lap soaks the deck from beneath the surface. The felt looks sound, maybe slightly spongy, while the board below has turned to mush.
Can an old felt roof take my weight?
You cannot know until it gives way. A soft area may spring back under a step, then fail on the next. Torch-on felt is quoted at 10 to 20 years by Less (Oct 2026), and a felt roof beyond that range deserves extra suspicion. Joist ends rot inside the walls, where nothing shows from above.
The safe checks are on the ground. From inside the garage, gaze up at the ceiling for stains, daylight and bowing. From outside, check the edges, the gutters and the flashing with binoculars, or zoom with a phone from a first-floor window. Photos taken that way give a roofer a head start. Our garage roof leaking answer lists signs to look for from below.
How a roofer reaches the roof safely
Safe access is about spreading load and stopping falls. For a low garage, that can mean a tower or a short scaffold at the eaves, a ladder tied at the top, crawling boards laid across joists, and edge protection where a fall matters. On fragile sheets, the work happens from a platform below, not from the sheets themselves.
Do I need a scaffold licence to reach my garage roof?
Only where the scaffold stands on the public highway, such as a pavement. Then a licence from the highway authority applies. In Somerset Council's area, permits go to accredited contractors alone, which makes the appointed contractor the applicant. Where the garage sits on a private drive, no licence is involved, though the access still has to be set up properly.
If you need a gutter cleared, a panel checked or a leak found, a survey is the right start. We inspect from safe access, show you what we find and put one price in writing. A picture of the garage and its approach, sent beforehand, lets us advise on likely access. No roof job on a garage is worth risking a fall for, and none is too small to ask about.
More on garage roof safety
Is it safe to walk on a flat garage roof if it is concrete?
A solid reinforced concrete deck is far more capable than felt on boards, but it can still carry hidden problems such as cracks, slippery moss and a lack of edge protection. Until you are sure of the construction, treat it as unsafe. A roofer can identify the construction from below.
What should I do if I have already stepped on a corrugated garage roof?
If nothing broke, step off carefully by the safest route and do not return. Check the sheets from the ground for cracks. If any sheet cracked, keep others clear and leave the debris where it lies. Ask a professional to assess it, since a broken asbestos cement sheet changes the job.
